The draft amendment to the Mineral Resources Law was presented for review at the 12th meeting of the Standing Committee of the 14th National People's Congress on November 4. The updated draft emphasizes a policy of equality, mutual benefit, and win-win cooperation to actively drive international cooperation in mineral resources.
In addition, the draft establishes a geological survey system and intensifies basic geological investigation work to supply fundamental data for mineral exploration, extraction, and protection.
The revised draft also requires better management of tailings pond construction, operation, and closure during resource extraction to reduce ecological and safety risks.
To enhance ecological restoration in mining areas, it stipulates that local governments at or above the county level should coordinate and supervise these efforts. Restoration plans must include specific measures for tailings pond rehabilitation; where possible, mining operations should be carried out simultaneously with restoration activities.
Moreover, to promote international cooperation in mineral resources, the draft reaffirms adherence to the principles of equality, mutual benefit, and win-win collaboration.
